On Win7 or Win8.1, to display "customize" tab, you have to do folder properties (C:\Users\user\downloads), not on the shortcut. Click on the OK button. It somehow rebuilt the files and fixed the issue of My PC taking too long or the file explorer that is taking too long. So I clicked on Rebuild Indexes and after a short while several folders showed up as being indexed! Follow the steps, if the issue doesn't persist in new user account,transfer the profile data to this account. You have to have a pretty badly compromised system before there is a problem sfc can detect let alone fix - this is a cop out answer which is how you Windows 10 Green Bar Of Death

Thanks a ton!! Microsoft? I'm begining to be crazy with my download folder which loading really slowly. After I figured out that potions really meant options, I did that and it works fine now.
